Herbert Turner recipient of Penn fellowship
Herbert Turner, a research analyst in the Office of Institutional
Research and Planning, has been selected to receive the University of
Pennsylvania's prestigious Fontaine Fellowship.
Awarded to outstanding minority applicants for doctoral studies,
the fellowship is one of the highest honors Penn bestows.
Turner said he will study policy research, evaluation and
measurement in Penn's College of Education. "I am interested in
evaluating national reforms aimed at making the United States first in
the world of mathematics," he said.
The Fontaine Fellowship is open to qualified students pursuing a
doctorate in any field of study at the University of Pennsylvania.
Turner received his B.S. in economics in 1983 and his M.P.A. in
financial management in 1985, both from the University of Delaware.
"Since then," he said, "I have taken courses on campus to grow
professionally and to continue my education."
Turner said he plans to leave his position at the University to
concentrate full-time on doctoral studies this fall. The award is
renewable for three additional years with an approximate value of
$120,000.
Turner, who looks forward to continuing his studies, said, "I am
indebted to the University for the professional opportunity it
provided me and to my colleagues, professors and friends who have
supported me here."
