Fulbright profs. working, collaborating on campus

     The University often serves as host to visiting Fulbright
professors who conduct research and work with both faculty and
students.
     Currently on campus are Albina Lucia Lara, professor of geography
at the University of del Salvador in Buenos Aires, and Tzvetomir Iotov
Tzatchev, assistant professor, mathematics, University of Mining and
Geology in Sofia, Bulgaria.
     Lara is collaborating on projects with the Operations Research
Program, cooperating with Joachim Elterich, operations research;
Shinya Kikuchi, civil engineering; and Francis Tannian, urban affairs
and public policy.
     Her research project is the "Economic Activity and Environmental
Quality in Complex Coastal Areas: A Case Study of the Rio de la Plata
Region."
     In 1993, she was involved in ARGUS, the Argentine-U.S. bilateral
program that focuses on improving coastal and oceanic development in
Argentina. During that time, she became acquainted with Elterich and
the University of Delaware's Operations Research Program.
     Lara received her degree in geography from the University of
Buenos Aires. From 1986-88, she studied at the University of
California at Los Angeles, earning a master of arts degree in urban
planning under a Fulbright grant. She received her doctorate in
geography from the University of Mendoza.
     Tzatchev is working with Kenneth J. Koford and Jeffrey B. Miller,
economics.
     Tzatchev's research project, "Mathematical Modeling of Principal-
Agent Problems with Applications to the Privatization Process," deals
with a model of managerial behavior for a transitional economy, such
as Bulgaria, and how work norms influence relations in a firm and the
market itself.
     Tzatchev is also working on improving two courses that he teaches
at Sofia University, one a mathematics course and the other a
mathematical economics course.
     He studied at Sofia University for five years to earn the
equivalent of a master's degree in the U.S. educational system. He
holds a doctorate in mathematics from the Bulgarian Academy of
Sciences Institute of Mathematics.
