U.S. Sen. Joseph R. Biden Jr. to speak during U.N. Week        
                                                               
     U.S. Sen. Joseph R. Biden Jr., Delaware '65, will present an    
address, "On the Threshold of the New World Order: A Rebirth for the 
United Nations," at 7:30 p.m., Thursday, Oct. 22, in Room 128 of     
Clayton Hall.                                                        
     The major event of United Nations Week in Delaware, this talk is
free and open to the public.                                         
     The Oct. 22 lecture is an outgrowth of a series of addresses that        
Biden delivered in the U.S. Senate on June 29-July 1, entitled "On the        
Threshold of the New World Order: The Wilsonian Vision and American  
Foreign Policy in the 1990s and Beyond." In this extensive series of 
presentations, he laid out his philosophy and a blueprint for the    
future of U.S. foreign policy.                                       
     As part of his blueprint, Biden foresees an opportunity with the
end of the Cold War to reorganize the United Nations Security Council
and to strengthen the collective security role of the United Nations.
These aspects will be emphasized and elaborated on in his Oct. 22    
lecture.                                                             
     Biden has been a member of the Senate since 1973 and now ranks     
20th in seniority within that body. He chairs the Senate Judiciary   
Committee and is the ranking Democrat, second only to the chairman, on        
the Senate Foreign Relations Committee.                              
     The Oct. 22 lecture brings Biden back to his alma mater, where he        
majored in history and political science.                            
     He received his law degree from the Syracuse University College 
of Law in 1968.                                                      
     His talk is co-sponsored by the Delaware chapter of the United  
Nations Association/USA, the World Affairs Council of Wilmington,    
Office of the President and the Department of Political Science and  
International Relations, the International Relations Club, and the   
Cosmopolitan Club of the University.                                 
     After the lecture, President David Roselle will host a reception
at Clayton Hall.
