Marine program begins third year                               
                                                               
     The University of Delaware's Joint Diploma in Shipping and Port 
Management program in Singapore, offered by the College of Marine    
Studies and the Port Authority of Singapore, is now in its third year
and has enrolled more than 100 students from Asia, Africa and Europe.
     Participants, who are nominated by their governments or shipping
companies, come from such countries as Malaysia, Kuwait, Poland,     
Nigeria and China.                                                   
     Directed by Gerard J. Mangone, University research professor in 
the college, the program offers five weeks of instruction in overseas
trade and marketing; technological changes in shipping and plant     
operations; planning, design and management of structures; accounting
and finance; and maritime law and policy.
