Moratorium on medical premiums

     The state of Delaware Budget Director Michael Ferguson has announced a
premium moratorium for the last pay in April and the two pays in May.
University employees who contribute to the Basic and Comprehensive health
plans will not have to pay for health insurance for the next six weeks.
     This moratorium is possible due to the favorable claims experience
enjoyed by those enrolled in Basic and Comprehensive coverage within the
self-insured component of the state employees group insurance program.
     University employees enrolled in Basic Plus, HMO, Total Health Plus
and Principal Health Care are not affected by this moratorium because these
plans have not developed surpluses. Favorable experience in these plans is
reflected directly in the monthly rates.
     The dates involved are:
     Semi-monthly-April 30, May 14 and May 28; or
     Bi-weekly-April 16, May 14 and May 28. (April 30 is a no-deduction pay
for the bi-weekly payroll.)
