Bicycle regulations revised

For reasons of safety and security, University regulations about
parking bicycles and abandoned bicycles have been revised, according
to Douglas Tuttle, director of public safety.
"Our concern is that access to buildings be free of obstructions
of any kind for normal use or in times of a possible emergency. One of
our prime considerations also is to keep handicapped ramps and access
to buildings open," he said.
As revised, the following regulations are now in effect.

     * Bicycles may not be parked inside buildings, except in an
owner's office or residence hall room.
     * Parked bicycles that obstruct handicapped ramps, hallways,
stairways, sidewalks, building entrances and exits, or those left in
other unauthorized locations and which constitute a safety hazard, are
subject to immediate removal and impoundment by the Department of
Public Safety.
     * Bicycles that appear to have been abandoned will be issued a
bicycle removal notice. Owners will have 48 hours to remove their
bicycles before they are impounded by public safety.
     * Bicycles that are impounded may be retrieved by owners at the
Department of Public Safety, 79 Amstel Ave. Proof of ownership is
required and a removal fee, based on the difficulty of removing the
bicycle, will be charged. The University assumes no responsibility for
damage to the bicycles or locking devices. After 90 days, unclaimed
bicycles are disposed of.

These regulations will appear in the 1992-93 Official Student
Handbook, according to Tuttle.
He also encourages cyclists to use substantial locking devices
and to use University bicycle racks for parking.
In addition, on campus, caution should be used when riding on
walkways, and pedestrians have the right of way at all times.
Bicyclists also should be familiar with state laws and local
ordinances,Tuttle said.
He strongly recommends registering bicycles with public safety's
Crime Prevention Unit. "This is a free service for students, faculty,
staff and their families, and helps us identify the owners of bicycles
that have been recovered or stolen. We keep the make, model and serial
number on file," Tuttle said.
