  1. PURPOSETo establish criteria that must be met for providing computing resource access and services to non-university persons or entities.
  2. POLICYIt is the University’s primary responsibility to provide computing and network resource access and services to the University community. The University may, secondarily, choose to provide computing and network resource access and services to non-university requestors, provided that the access and services are not in conflict with acceptable use under any relevant University contractual, legal, or common practice obligations or commitments and are in keeping with the University mission. Non-university requests for computing and network resource access and services must meet the following criteria:
    1. There must be a real and demonstrated need for the service which is in keeping with the University’s mission.
    2. A written endorsement of the proposed use by a current member of the University faculty or professional staff must accompany any such application for service when the service is for personal or commercial purposes.
    3. Any proposed service must in no way interfere with the University’s existing service obligations.
    4. The full costs of the service must be met by those requesting the service. The endorsed requestor must agree to pay all fees charged by the University for services provided.
    5. All requests for university computer access and services from non-university sources must be reviewed and approved by IT-Systems Security and Access. If the access requested involves the use of data or computing resources not owned by Information Technologies, the chief administrative officer of that department must also approve the request. All requests must be approved by the Vice President for Information Technologies.
    6. The University has sole discretion to accept or deny non-university requests and to terminate existing service.
