William L. Waugh
William L. Waugh, Jr. is Professor of Public Administration
in the Andrew Young School of Policy Studies at Georgia State University
in Atlanta. He is the author of Living with Hazards, Dealing with Disasters
(2000), Terrorism and Emergency Management (1990), and International Terrorism
(1982) and co-editor of Disaster Management in the US and Canada (1996),
Cities and Disaster (1990), and Handbook of Emergency Management (1990).
He has served three times as chair of the American Society for Public Administration's
Section on Emergency and Crisis Management and currently serves on the CEM
Commission (IAEM) and the EMAP Commission (CSG).
