Abstract: This paper focuses on the challenges local communities in any country face in attempting to introduce hazard and vulnerability reduction measures--that is, mitigation measures. It is argued that even when countries appear to have a consistent policy approach to hazard reduction (either with respect to one hazard agent or to multi-hazards), such uniformity does not routinely take place at the local level of government due to variation in experience, expertise, and resources available to them. To illustrate this point, research findings from studies of communities and counties in California will be presented. Some suggestions for empowering local jurisdictions will be provided.
