Abstract:

Planning for local continunity disasters is compounded with erroneous assumptions.  Six problematic models are identified: agent facts, big accident, end of the world, media, command and control, administrative.  Problematic assumptions in each of them are identified.  A more adequate model centered on problem solving is identified.
