Abstract:

Military organizations often play an important role during natural disaster in a society.  In some instances they assume a supportive role in terms of disaster relief activities and on other occasions they become the central organization involved in such activities.  Data drawn from the United States, Italy, Japan, Chile, and El Salvador suggest that the involvement of the military in natural disaster is a function of the structure of military organizations. the structure of local communities, and the structure of societies.
