Abstract: This paper outlines some of the forces tha. created and shaped the rising interest in the delivery of special mental health programs for disaster victims which culminated in the inclusion of Section 413 in Public Law 93-288, The Disaster Relief Act of 1974. Section 413, entitled, "Crisis Counseling Assistance and Training," provides technical assistance and funding to state and local agencies for the delivery of these services to victims of federally declared disasters. Eight communities which were struck by disaster subsequent to the passage of the Act were studied to discover if special mental health services were provided and to explore some of the factors entering into the decisionmaking process.
