The file costReportNew.txt is a newer version where Keith (Prof. Conrad's
TA) wrote a new version of his program that allows for the "no more
than 1 difference in loads" rule between the 8 and 12 ton trucks.

The file costReport.txt did not allow that rule, and therefore had
a higher cost for some small loads.
