Title: Statistical Considerations in Employee Testing: Validation Principles and Test Fairness

Abstract:

Since the mid 1960s, the federal government has set in place guidelines designed to prevent unfair discrimination in the hiring, promotion, and treatment of employees. The Civil Rights Act of 1964, the Title VII amendment of 1972, and Equal Employment Opportunity legislation of 1973, and the 1976 publication of the "Uniform Guidelines on Employee Selection Procedures," to name a few, have all made unfair discrimination illegal in educational and workplace settings. Despite these guidelines, and the presidential executive orders which followed, unfair discriminatory practices are still prevalent as evidenced by ongoing litigation against major corporations. Two psychometric characteristics selection tests must be shown to possess are reliability and validity, which form the basis for a test's legal defensibility. Other measures used to evaluate the fairness of testing include the determination of adverse impact and utility. Concepts of utility and fairness can be examined by assessing rates of true and false positives, and the true and false negatives. Several models of test bias will be illustrated using regression models.
